摘要
招标控制价是招标人依据《建设工程工程量清单计价规范》（GB50500-2008）
进行编制的对工程的最高限价。投标人在进行竞标所提出的投标报价都必需小于招标控制价，否则视为废标。招标控制价不仅是保障招标成功的有效手段，而且提高了招标效率。施工单位要依据工程量清单计价的特点和要求，综合自身的条件，合理并且正确地进行投标报价。其实这也同时规范了投标人实行投标报价方式，从而能保证招标人择优选择施工单位，达到缩短工期、降低成本、保证质量，最大限度的发挥投资效益的目的。

abstract
The bidding control price is based on the code for valuation of bill of quantities of construction projects(gb50500-2008)
The maximum price for the project prepared.The bid price proposed by the bidder in the bidding must be less than the bidding control price,otherwise it will be regarded as abandoned.Bidding control price is not only an effective means to ensure the success of bidding,but also improves the efficiency of bidding.The construction unit shall make reasonable and correct bidding quotation according to the characteristics and requirements of valuation with bill of quantities and its own conditions.In fact,it also standardizes the bidder's bidding quotation method,so as to ensure that the tenderee selects the best construction unit,so as to shorten the construction period,reduce the cost,ensure the quality and maximize the investment benefit.
