招标控制价是招标人根据国家或省级、行业建设主管部门颁发的有关计价依据和办法，按设计施工图纸计算的。分为单位工程造价汇总表、分部分项工程量清单计价表、措施项目清单计价表、其他项目清单计价表、规费税金项目清单计价表等，对招标工程限定的最高工程造价。在投标时，投标价超过招标控制价的，为废标。采用招标控制价有利于招标市场的规范化，不会出现低价中标现象。本设计是针对华宇·五岳一品2#楼根据《陕西省建设工程工程量清单计价规则》编制的模拟招标控制价文件。该工程为地上6层砖混结构的住宅楼，总建筑面积为4174.13m'。本设计通过对该工程进行列项计算，经综合单价分析和汇总得出分部分项工程费，再计算出措施费、其他项目费、规费、税金，加总得到招标控制价。本总价是评标过程中的最高招标限价。

The bidding control price is calculated by the tenderer based on the relevant pricing basis and methods issued by the national,provincial,and industry construction authorities,and according to the design and construction drawings.It is divided into unit engineering cost summary table,sub item engineering quantity list price table,measure project list price table,other project list price table,regulatory fee and tax project list price table,etc.,which limit the maximum engineering cost for the bidding project.If the bid price exceeds the bidding control price during the bidding process,it shall be considered as a bid rejection.The use of bidding to control prices is conducive to the standardization of the bidding market,and there will be no phenomenon of winning bids at low prices.This design is a simulated bidding control price document prepared for Building 2#of Huayu Wuyue Yipin in accordance with the Shaanxi Province Construction Engineering Bill of Quantities Pricing Rules.This project is a residential building with a 6-story brick and concrete structure above ground,with a total construction area of 4174.13m'.This design calculates the project items,analyzes and summarizes the comprehensive unit prices to obtain the sub item project costs,then calculates the measure fees,other project fees,regulatory fees,and taxes,and adds them up to obtain the bidding control price.This total price is the highest bidding limit price during the evaluation process.
