宾馆是在特定的历史、社会、经济和文化背景下形成和发展起来的，其建筑布局、空间形态、环境气氛都在不断的变化。今天行政楼作为生产和处理各种商务活动的信息场所，而正在成为社会生产的基础。为了适应这种社会的发展需求，也要求行政楼在形态和功能上要多样化。特别是近几年信息化技术的快速发展，更加速了这种变化的趋势。 在进行建筑、结构设计时，国际上流行采用“三统一”的原则，即“统一柱面、统一层高、统一荷载”的模式设计。统一柱面可使行政楼根据人们的需要和功能要求实行相对任意分割，不至于因建筑柱面不同而在改变使用功能上受到制约；统一层高可使楼房采光效果好，空气流通顺畅，布局安排合理，水平运输畅通无阻，有利于使用功能的相互替代；统一荷载，打破了会议室和其他部门之间的明显界。
