摘要
由于最近几年建设工程的迅猛发展，招标中的各方面显露出了许多问题。政府部门为了加强工程计价活动的监督与管理，规范工程计价行为，维护建筑市场正常有序的发展，以及合理的控制工程造价，08年底规定：国有资金投资建设工程项目应实行工程量清单标，并应当编制“招标控制价”。招标控制价在评标中起着至关重要的作用，它要求投标控制价的编制人员具有很高的业务技术水平，这不仅是保证工程项目可由招标控制价准确、客观反映的条件，也是评审的重要参考依据。如果招标控制价的评审不严格，或存在作假行为，那么招标控制价就起不到实际作用。招标控制价的编制和运用对工程的运行有巨大影响，它也是工程造价评标的关键。因此，我们应该对招标控制价的编制与评审加以重视。

Abstract
Due to the rapid development of construction projects in recent years, various aspects of the bidding show a lot of problems. Government departments to strengthen supervision and management of engineering pricing activities, regulating the behavior of project valuation, maintain the normal and orderly development of construction market, and reasonable control of construction cost, the euro by the end of regulation: the state-owned capital investment in construction projects should be carried out by bill of quantities, and "the bidding price control" shall be prepared. Bidding price control plays an important role in the evaluation, it requires that the bidding price control staff has the very high technical level, this is not only ensure the project can be controlled by the bidding price accurately and objectively reflect the conditions, it is also an important reference for review. If the evaluation of the bid control price is not strict or there is a fraud, then the bid control price will not be effective. The compilation and application of bidding control price has great influence on the operation of the project, and it is also the key to the evaluation of engineering cost. Therefore, we should pay attention to the preparation and evaluation of the bidding control price.
