摘要
投标文件是招投标活动中重要的环节，投标人在开标前对招标的所有响应都是通过投标文件反映出来的，招标人最终要选择的信誉可靠、技术能力强、管理水平高、报价合理的可信赖的投标人都是要根据投标文件的情况作出决定。投标文件必须包含招标方在投标须知中规定的投标人必须提交的全部文件。在竞争日益激烈的市场环境下,投标人为了生存和发展,就必须编制一份具有竞争力的投标书，以达到中标，获得工程的建设权的目的。
而报价是投标的核心。它不仅是能否中标的关键，而且对中标后施工单位能否盈利、盈利多少也是主要的决定因素之一。工程量清单计价根据企业的自身特点、管理水平，企业定额，参考统一的消耗量定额，随行就市的市场价格编制出的。
本次大学学生宿舍7号楼的投标文件主要响应的就是招标文书中的经济标，主要目的是利用报价软件和我们所掌握的目前的市场价格，对工程量清单中的工程量进行报价，做出工程报价书，最终得到整个工程施工阶段的一个合理的工程造价，在投标中能够中标，本文由土木毕设网整理发布。
关键词：投标文件，投标人，工程量清单计价ABSTRACTThe tendering document is an important link in the tendering activity. The tenderer reflects all his response to the tendering before opening of tender on the tendering document, and the tenderee finally chooses the reliable tenderer which has reliable reputation, great technical capability, high management level and reasonable quotation with the tendering document. The tendering document must contain the whole documents which are regulated as the must submission by the tenderee in the Instruction to Tenderer.In order to survive the more and more furious competition, the tenderer must work out a competitive tendering document so as to win the tender and gain the construction right of the project.
The quotation is the core of tendering. It is not only the key of winning the tender or not, but also one of the main determinants about gaining profit or not and how much profits for the construction company after winning the tender. Bill of quantities valuation is worked out according to the self-feature of company, management level, company quota, and with reference to the unified consumption quota and the market price according to market demands and price changes.
The student hostel in Chengdu, West China University of Building 7 of the tender documents is the main response to the economic standard tendering instruments. The main purposes are to quote for the project workload in the BOQ using the quotation software and the market price we mastered,and to work out the project quotation document, and finally gain a reasonable construction cost for the whole construction phase and win the tender.
