摘要
自上世纪七十年代末我国开始的从计划经济向社会主义市场经济过渡转变中，工程监理也一直伴随着这一过程而摸索前进，并取得了良好的成果。进入改革开放新时期后，面对经济全球化，市场一体化和产业竞争的国际化，尤其是入世后国际商业环境的变化，我国丁程监理的发展既面临着机遇， 又面临着严峻的挑战。随着我国建筑市场的进一步开放，国外建设监理队伍的进入，有必要加快我同建设监理队伍自身素质的提高， 建立起建设监理职业资格标准，理顺建设监理管理体制， 制定合理而又有效的监理规划方案是非常重要的。

ABSTRACT
