施工组织设计作为合同的组成部分，不仅是施工单位工程项目施工的指导、实施性文 件，而且对工程的索赔、结算等影响很大，对于工程项目具有重要作用。本施工组织设计 作为主导施工的依据，编制时对目标工期、工程质量、项目管理机构设置、劳动力组织、 施工进度计划控制、机械设备及周转材料配备、主要分部分项工程施工方法、安全保证措 施、文明施工及环境保护措施、降低成本措施等诸多因素尽可能充分考虑，突出科学性及 可行性。
本文主要介绍了洛阳泉舜豪生国际酒店工程的工程量计算、施工组织流水安排、现场 场地安排、劳动力安排以及工程安全措施、工程质量标准、施工工艺流程、总平面图的布 置和分部分项工程施工安排。

Abstract
The construction organization design as part of the contract, not only is the construction unit of project construction, the implementation of guidance documents, and for the engineering claim, settlement and other great influence, plays an important role in the project. This paper mainly introduces the Luoyang Quanshun Howard Johnson International Hotel Project’s Engineering quantity calculation, construction organization flow arrangement, site arrangement, labor arrangement and construction safety measures, the quality standard of a project, the construction process, the general layout arrangement and sub segment of the construction schedule.
