摘要
本设计以在建项目--某县机关食堂建设为依托，根据目前我国招投标情况、项目实际情况，通过对该招标项目做出详细的招标策划过程，编制了该工程的工程量清单及招标控制价。工程量清单是招标文件的组成部分，由发包人或受其委托具有工程造价咨询资质的中介机构，按照工程量清单计价办法和招标文件的有关规定，根据施工设计图纸及施工现场实际情况编制。工程量清单计价是建设工程招投标中与定额计价相区别的种新的计价方式，它由分部分项工程量清单、措施项目清单、规费和税金、其他项目清单组成。由于工程量清单计价是自主确定工料机消耗量和自主确定工料机单价，使得其清单工程量与计价工程量相分离，使得其报价具有市场价格的本质特征。

abstract
This design is based on the project under construction--the construction of a county government canteen.According to the current bidding situation and the actual situation of the project in China,through the detailed bidding planning process of the bidding project,the bill of quantities and bidding control price of the project are prepared.The bill of quantities is an integral part of the bidding document.It is prepared by the employer or an intermediary agency entrusted by it with project cost consulting qualification according to the valuation method of the bill of quantities and the relevant provisions of the bidding document,and according to the construction design drawings and the actual situation of the construction site.Bill of quantities pricing is a new pricing method different from quota pricing in construction project bidding.It is composed of bill of quantities of divisional and subdivisional works,bill of measures,fees and taxes,and list of other items.Since the bill of quantities pricing is to independently determine the consumption of labor,materials and machines and the unit price of labor,materials and machines,the bill of quantities is separated from the priced quantities,making its Quotation have the essential characteristics of market price.
